No, they don't. Only Regulated Firearms require a 77R. The only Regulated Firearms that are legal for sale nowadays are handguns. The AR lower legally doesn't require a 77R because it's not a handgun. MSP just illegally force the dealers to require them. The Shockwave is legally a handgun in Maryland, so it requires a 77R.When you buy or transfer a handgun in Maryland, you are required to complete the state form 77R. You will complete your portion of the 77R and submit it to the application pool, then your dealer adds the gun information to the 77R and pays the $10 fee.
