I've run into this issue on two Gl1500s this year. Both times it was a bad vacuum hose under the rubber mat that covers the top of the engine. It was the hose that comes off the rear of the left intake and makes a 90 degree bend. Over time that bend gets soft and develops a hole (be sure to check all other hoses too).
